CCPS‘s latest publication, “It’s Out of Whack!”, examines the potential of an ethical approach to social care planning and procurement. Eight industry leaders, including C-Change’s Sam Smith, share their perspectives in interviews conducted by journalist Pennie Taylor.

The report highlights how social care commissioning and procurement has a significant impact on the delivery of support services, sustainability of providers, the workforce and on people receiving support.

C-Change CEO, Sam Smith, outlines that the consensus view is that the commissioning system as it stands is unbalanced.

Transaction costs associated with our tendering processes are bureaucratic money-wasting enterprises … The disproportionate focus of our attention is stark. It tells us where the value is in the system, and I think it’s out of whack.
